Conditions and Requirements


Typhoid fever, caused by Salmonella enterica serovar Typhi, poses a severe public health threat in Pakistan, with rising cases of both multidrug-resistant (MDR) and extensively drug-resistant (XDR) strains. While MDR typhoid resists chloramphenicol, ampicillin, and trimethoprim-sulfamethoxazole, XDR strains also resist third-generation cephalosporins and fluoroquinolones, complicating treatment efforts significantly. As these resistant strains become more widespread, the need for effective strategies to address the typhoid burden in Pakistan is urgent.


In October 2024, HSP and the Department of Health Services, Sindh hosted a two-day stakeholder meeting to identify and prioritize interventions to mitigate drug-resistant typhoid in Sindh. The meeting was successful and identified 11 priority interventions to improve detection, prevention, and response of drug-resistant typhoid. This request for proposals seeks to develop pilot projects that can advance those 11 priority interventions in Sindh province. Health Security Partners is a nonprofit organization dedicated to building local capacity to address the global health threats we all face. This pilot program will be administered by HSP in collaboration with the U.S. Centers for Disease Control. 

Through this RFP, HSP invites proposals to implement pilot projects that address drug-resistant typhoid in Sindh province.  

Objectives of the program: 

  • To contribute to the detection, response, and mitigation of MDR and XDR typhoid in Sindh province. 

  • To strengthen the public health and clinical workforce capacity to detect, respond, and mitigate MDR and XDR typhoid in Sindh province

  • To move forward the interventions identified by stakeholders (see attachment 1) in Sindh province as key to addressing typhoid in Sindh province.


Budget Information

  • Budget Ceiling: $30,000 (smaller projects will also be considered)

  • Number of awards available: 1-3


Eligibility: All public (e.g., government, public hospitals, etc.) and private entities (e.g., professional associations, private hospitals/universities, etc.) are eligible to apply. 


Deliverables and Expectations

Awardees would be expected to:

  • Meet monthly (virtually) with HSP/CDC to provide progress updates and offer an opportunity to discuss challenges and solutions.

  • Complete agreed-upon deliverables in the planned project period. 

  • Participate in evaluation activities initiated by HSP/CDC. 

  • Maintain records of all financial expenditures and submit a financial report on a quarterly basis.


Project Period: 10 February – 29 September 2025


Deadline for proposal submission: 24 January 2025, 17:00 Karachi Time (Applications will be reviewed on a rolling basis.)


Instructions for proposal submission: Applicants are required to submit the following documents: (1) Project Narrative in Microsoft Word format and (2) Proposal Budget in Microsoft Excel format, using the attached templates. Project narratives must use 1-inch margins and a minimum font size of 12. Project narratives must NOT exceed 5 pages. Specified word limits for sections of the project narrative must be followed. Applicants will submit the above mentioned documents via email attachment to Ms. Alle Taylor (alle@healthsecuritypartners.org) and Mr. Muhammad Faheem (muhammad@healthsecuritypartners.org) with the subject line: “RFP Typhoid in Sindh: [Your Organization Name]”.

Proposal Review


Proposals will be reviewed, scored and selected using the following criteria:

  1. Does the proposal meet the objective of advancing one or more of the 11 interventions identified in the October 2024 stakeholder meeting? (10 points)

  2. Does the proposal provide a clear plan of activities? (30 points)

  3. Does the applicant possess the organizational capacity and experience to conduct the proposed activities? (30 points)

  4. Does the proposal provide a realistic outline of how the proposed activities will be completed within the given time period for the project? (20 points)

  5. If successful, is the pilot scalable to serve a larger population (10 points)?


HSP will inform all applicants once review and selection has been completed, no later than 31 January 2025.
